Short answer
The meter is normally owned by a meter asset provider appointed through the gas supplier, the service pipe up to the ECV belongs to the gas transporter, and everything after the meter outlet is the consumer's responsibility. Consumers' engineers work on the outlet side; meter exchanges are arranged through the supplier.
In an emergency
If you smell gas, call the National Gas Emergency Service on 0800 111 999. They make the supply safe; repairs to the installation after the meter are then carried out by a Gas Safe engineer.
Meter housing
Meter rooms and housings must be ventilated, kept clear and labelled. A commercial engineer can check and report on the installation.
